Program Manager

Position Description:

This is a great opportunity to join our CGI team in Halifax providing leading IT services to our clients. We are seeking an experienced Program Manager who has managed mid-large sized application management and development projects in a complex environment. The role of the Program Manager is to manage the project solution components from initiation to post-implementation. The ideal candidate will collaborate and lead a local team and will be primarily responsible for deliverables management, coordination and management of client requirements, coordination and management of external vendors, issue and risk management, budget and contract management as well as reporting to CGI and client senior executives.

The successful candidate will ideally have a strong delivery background in the Public Sector but is not mandatory.

In the role of Program Manager, you would be responsible for the successful delivery of them to budget, timeframes and customer satisfaction, enabling new and extension business. You will ensure resourcing is achieved and performance reviews are completed for people assigned to your projects as well as managing client relationship.

Your future duties and responsibilities:

• Lead projects of level 3 and 4 complexity as the primary delivery executive with full accountability for contract management, engagement financials, client relationships, and service delivery quality.
• Build and maintain relationships with senior executives within our client organizations.
• Report on delivery status to executive bodies within the client organization and within CGI.
• Developing and maintaining integrated project plans, work breakdown structures and timelines
• Developing and maintaining cost estimates, resource plans and any other documentation required to control the project budget and statements of work
• Proactively anticipating issues and/or organizational challenges and developing mitigating strategies
• Managing client, vendor and technology relationships as required and making recommendations to senior management as the opportunities arise
• Identify and develop new business opportunities.
• Ability to develop and build strong productive working relationships with clients and internal stakeholders.
• Ability to lead and participate in executive level business and technology discussions.
• Demonstrated success at collaborating, building consensus, and driving multiple projects to completion
• Leading the project team through problem determination and issue resolution as required
• Communicating and reinforcing project methodologies and standards developing all project artifacts as required
• Directing and leading the project team and providing ongoing advice and guidance
• Manage and mentor project managers and other senior delivery consultants and their deliverables based on timelines established
• Monitoring all testing and implementation activities ensuring that all phases/aspects of testing are covered based on the project to ensure project is delivered on time and on budget.

Required qualifications to be successful in this role
• 8+ years of experience in the role of Program Manager with full financial accountability, successful delivery of more than one project of a level 4 complexity as defined by the following dimensions:
– Effort: 5,000 person days or higher
– Budget: $5 million or higher
– Duration: 18 months or longer
– Team Size: 15 team members or more
– Multiple stakeholders in a complex stakeholder environment
– Multiple delivery partners or subcontractors
– High degree of solution/services complexity and innovation
– Excellent communication, interpersonal, and organizational skills.
– Strong problem solving and presentation skills.
– Experience with the systems development lifecycle, methodologies, estimating, and architecture will be useful for this role
• Experience working with provincial or municipal governments is an asset
• Must be goal oriented, results driven and client focused
• Strategic and operational business planning
• Governance and organizational design
• Change management and communications
• Undergraduate degree such as Business, Engineering, or Computer Science or equivalent

Desirable Skills
• Project Management training and certification (PMP) and/or Program Management Certification(PgMP)
• Certified Management Consulting (CMC)
• Change Management training and certification
