Position Description

The Centre for Addiction and Mental Health (CAMH) is seeking a full-time, contract (1 year) Network Engineer – IT Security to work in the Information Management Group (IMG). The Network Engineer’s primary accountability will be to maintain the integrity of CAMH network systems throughout the IT infrastructure; this includes the network infrastructure systems, voice and end user computing, 988 call centres and associated systems. The Network Engineer – IT Security will provide technical expertise in implementing and managing of network infrastructure, promoting and optimizing IT operation and security, and will conduct investigations into internal and external IT security threats.

The Canadian Radio-television and Telecommunications Commission (CRTC) announced that Canada will be getting a three-digit number (988) for suicide prevention. The federal government followed this news with their own announcement that CAMH will lead coordination of the delivery of this service. This will build on CAMH’s work on Talk Suicide, the existing national suicide prevention line in Canada. This project will involve coordinating with provincial and territorial partners, agencies and stakeholders to ensure the service delivery and technology delivery models are implemented effectively with the goal of providing this critical service to anyone that requires help, whenever they require help.

The Network Engineer – IT Security will provide expertise in the design and implementation of security controls and infrastructure as well as working collaboratively with the wider security team to integrate best security practices in the management of CAMH infrastructure. You will contribute to developing and maintaining high-level and low-level network design plans, as well as support and design of the enterprise voice and data network. You will also need to develop a thorough understanding of the 988 call centre network, data flows, voice and sms and to support network design and updates for the 988 systems.

Reporting to the Director, IT Security, the Network Engineer will provide technical expertise and consulting across the organization, including strategic planning and project planning. With a focus on maximizing technical investments and optimizing performance, the Network Engineer – IT Security will actively develop a long-term vision and strategy, for Telecommunications, Networks, including LANs, WANs, VoIP, VPN and Wireless technologies, based on best practices.

Key areas of responsibility and accountabilities:

  • Maintain the Enterprise IT networking services (VPN, IPS, NAC, Firewall, routers, switches, wireless infrastructure, VoIP servers) including designing, implementing and supporting the systems as required.
  • Maintain the 988 networking services – support and enhance 988 technologies including Virtual Call Centre technologies (Genesys, Five9, Nice, etc), SMS aggregator technologies, CRM technologies (iCarol, Salesforce, etc).
  • Initiate, manage and successfully complete projects improving the current networking services as necessary
  • Responsible for monitoring, maintaining and upgrading network/security equipment and data centre infrastructure including UPS and Cooling
  • Provide consulting expertise, direction, and assistance to IS colleagues (Systems Analysts, Infrastructure Admins, Database Analysts, Security Analysts), Facilities/Redevelopment colleagues, and 3rd party partnerships supporting IT initiatives and enterprise projects.
  • Participates in the implementation and management of the Hospital’s network security program. Participates in the ongoing management of network security policies, procedures and systems that maintain the confidentiality, integrity and availability of all organizational systems.
  • Accountable for the operation of CAMH’s network, telecommunication and technical environment and related systems, ensuring that availability, functionality, data integrity and the performance of the hospital information systems are maintained at or above levels defined by CAMH.
  • Monitor and identify capacity and performance issues for network traffic to ensure continued, uninterrupted operation of the network for both LAN and WAN.
  • Review new and existing network projects, system designs, and procurement/outsourcing engagements and ensure compliance with IT standards.
  • Be available for on-call support to resolve IT related issues that arise. Maintain availability in the event of a major incident/high priority incident.
  • Other duties as assigned

Qualifications

  • Bachelor’s Degree in a technical, engineering or IT related field or equivalent with industry certification in Information Technology field such as networking, security and related disciplines
  • Cisco Network certification CCNP preferably CCIE, or equivalent
  • Experience in cloud contact centre network design and management
  • 5 years managing mid to larger enterprise and Telco network with expert knowledge in routing and routed protocol OSPF, BGP, TCP/IP, DNS, SMTP.
  • Strong expert knowledge managing call centre and related Security Appliances
  • Strong in-depth hands-on knowledge and experience in configuration and troubleshooting of Cisco ASA firewalls, Cisco core/distribution/access layer, Cisco wireless
  • Strong knowledge of routing protocols like EIGRP, OSPF, BGP, IPv4/IPv6, PPPoE, Multicast, cabling standards, Wireless, QoS
  • Strong knowledge of all aspects of TCP/IP, DHCP, DNS, ARP, SMTP, WCCP, RADIUS, TACACS, NAP, ACLS, STP, and MPLS WAN technology
  • Advanced knowledge of network monitoring, network performance/diagnostic tools, Knowledge of principles, concepts, and theories in ACD, VoIP, SIP, and telecommunications platforms, and has extensive knowledge of principles and concepts in other functions
  • Excellent organizational and planning skills

  • Strong oral and written communication skills
  • Ability to effectively prioritize and execute tasks in a high-pressure environment
  • Experience working in a team-oriented, collaborative environment

  • Bilingualism (French/English) and/or proficiency in another language are considered an asset
