Title Project Management Information Solution Continuous Improvements 2.

Objectives The primary objective of the contract is to acquire professional expertise and services to support the Project Management Information Solution Operations team and the Enterprise Project Management Office in the department’s efforts to continue to mature the Project, Programme and Portfolio Management processes and tools within the department.

The focus of this RFP is to acquire specialized technical skills in the area of Project Server and Business Intelligence that can help EPMO and PMIS Ops further enhance the Project Management Information Solution (PMIS) to a level that will address Treasury Board policy requirements as they evolve in the area of Project, Programme and Portfolio Management.

3.

Background Organization’s Objectives and Mandate The Chief Financial Officer Branch’s, Investment, Procurement and Project Management (IPPM) directorate is responsible for the management of ESDC’s investments, assets, departmental procurement, and project and programme management and their alignment and compliance to Treasury Board’s policies and standards.The Enterprise Project Management Office (EPMO) enables and supports project work by equipping the organization with methodologies, processes, standards, tools and training that enable project managers to deliver investment project in an efficient and timely manner.

In 2014/2015, the Project Management Information Solution (PMIS) was implemented in ESDC as the department’s one source of truth for all project related information.

It is the tool mandated by the department to manage projects that move through the ESDC Project Lifecycle.

The solution consists of the integration of multiple software: Microsoft Project Server 2016, Microsoft Project Professional Scope Item Description Permissions  Design a revised permissions model and processes based on detailed business requirements  Simplify permission groups Environment Management
• Develop script to refresh various environments, DEV, TEST, STAGE and Production o Operation System, Structured Query Language (SQL), SharePoint, Project Server
• Configuration of Project Server and Project Web App environment o Data migration o Custom Reports
• Run refresh scripts and validate equivalency
• Provided documentation on work executed for corporate knowledge retention.

Reports  Develop new reports based on departmental needs.

Reports will be developed for project, programme and portfolio decision making.

o Enhanced Reports through SQL Server Reporting Services (SSRS) and Excel Services o Develop Executive Dashboards using Power BI application solutions Support for Non MPIB Projects Enhance the ability to filter out non-MPIB projects from Reports Views Dashboards Ability to track and manage Investment Programmes Ability for programmes to utilize PMIS with the following integration: Schedules Project Sites functionalities such as but not limited to registers Financials Reports Project Centre Views Strategic alignment Develop a Proof of Concept and provide ongoing support for both Programme Management and Portfolio Management Configure Portfolio Analysis feature in PMIS Configure business drivers Resource management Integrated Schedule management Run portfolio selection scenarios Assess applicability at ESDC SAP Integration

Enhancements to existing PMIS
• Enhancements to all eForms in the new SharePoint 2016 and KwizCom solution
• Enhancements to bilingual eforms using Pointfire application software
• Enhancements to Knowledge Repository, Business Intelligence and Project Sites Integration with other systems
• Integration with Qualiware system
• Full integration with CRM Dynamics Content Management and searches
• Content Management for project, programme and portfolio data
• Search functionality by setting meta-data
• Improved search functionality based on key word searches 2016, SharePoint 2016 and Business Intelligence.

PMIS captures project financials from a report extract from myEMS (SAP) allowing for Project, Programme and Portfolio tracking, monitoring and reporting.

Since the inception of PMIS in 2014/2015 the department’s usage and data quality has increased significantly.

As TBS continues to develop and further refine their Project, Programme and Portfolio requirements, this critical departmental solution must continue to evolve to meet the changing business needs and requirements.

The benefit of continuing to enhance PMIS and optimizing the system to align to ESDC’s project, programme and portfolio management needs continues to allow for transparency and centralization of information for all projects, programme and portfolios, and aid in the department’s strategic goal of increasing Project, Programme and Portfolio Management maturity within the department.

This allows project teams, project management offices and executives to view, report, and make informed decisions on projects from a centralized source in real time.

The Requirement The EPMO requires resources skilled with knowledge and experience in the development of Project, Programme and Portfolio Management Information Solutions using the various Microsoft applications with a specialization in customizing Project Server.

Resources will maintain, promote out of the box functionalities or configure the solution to continue to meet the changing departmental Project, Programme and Portfolio Management business needs and requirements.

Scope of Work 4.1 Tasks The proposed resources will carry out but not limited to the following tasks: Programmer Analyst Level 2 Create and modify code and software.

Create and modify web screens and reports.

Gather and analyze data for the conduct of studies to establish the technical and economic feasibility of proposed computer systems, and for the development of functional and system design specifications.

Design methods and procedures for small computer systems, and sub-system of larger systems.

Develop, test and implement small computer systems, and sub-systems of larger systems.

Produce forms, manuals, programs, data files, and procedures for systems and/or applications.

Document and configure Microsoft Project Server 2016 to meet business requirements.

Configure projects using MS Project Server and MS Project Professional.

Create and review procedures and processes for operational resources.

System Administrator Level 2 Create ways to store, organize, and present data.

Work with business clients and managers to identify system requirements based onclient needs.

Perform complex technical, analytical and professional services involving program/member services, evaluation, database-driven Web sites, office operations.

Administer a variety of database systems including Microsoft SQL Server, SharePoint, and others.

Maintain and administer Web server and middleware tools.

Test and coordinate modifications.

Audit, modify, and amend data in systems using SQL commands, hand-editing, and bulk import.

Troubleshoot and correct issues as they arise.

Provide system performance checks and performance reports.

Plan and coordinate security measures alongside network administrators.

Enhance or build database designs.

Create and review procedures and processes for operational resources, both business and technical.

Client Support The Contractor will be provided with access to a virtual computer but they must provide their own computer.

All required documentation, software and licenses required to access the departmental IT systems necessary to perform the work will be provided by ESDC.

Work Location Resources are expected to work remotely, from their primary residence in Canada, due to the COVID19 pandemic and relevant rules from the health agencies.

Once a return to work is mandated, resources will work at ESDC offices located at: 140 Promenade du Portage, Phase IV, Gatineau, QC, K1A 0J9 12.

Contract Period The initial contract will begin on the date of contract award, for a period of 2 (two) years.

An additional irrevocable option to extend the terms of the contract by up to 3 (three) additional 1 (one) year period(s) under the same terms and conditions.

The Contractor will be paid in accordance with the applicable provisions set out in the Basis of Payment.

Security The contractor/offeror must, at all times during the performance of the contract/standing offer, hold a valid designated organization screening (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC) The contractor/offeror personnel requiring access to protected information, assets or sensitive work site(s) must each hold a valid reliability status , granted or approved by the CSP, PWGSC The contractor/offeror must not remove any protected information or assets from the identified work site(s), and the contractor/offeror must ensure that its personnel are made aware of and comply with this restriction Subcontracts which contain security requirements are not to be awarded without the prior written permission of the CSP, PWGSC The contractor/offeror must comply with the provisions of the: Security Requirements Check List and security guide (if applicable), attached at Annex “C” Contract Security Manual (latest edition) 14.
